নোয়াখালীর বেগমগঞ্জে একমাত্র সরকারী আব্দুল মালেক মেডিকেল কলেজে বর্হিবিভাগ ও আবাসন চরম সঙ্কটে জর্জরিত। স্বাস্থ্য ও পরিবার কল্যান মন্ত্রণালয় বরাবর স্মারকলিপি দেওয়া সত্ত্বেও মিলছে কোনো প্রতিকার।
২০০৮ সালে ৫০ জন শিক্ষার্থী নিয়ে যাত্রা শুরু করে নোয়াখালী মেডিকেল কলেজ। বর্তমানে ১২ তম ব্যাচের ভর্তি চলছে। প্রতি ব্যাচে ৭০ জন করে শির্ক্ষাথী ভর্তি হয়। পরে কলেজের নাম পরিবর্তন করে আবদুল মালেক উকিল মেডিকেল কলেজ রাখা হয়। যদিও বিভিন্ন বিষয়ে ১০৩ জন শিক্ষক রয়েছে কিন্তু এখনো শিক্ষক শূন্য ফরেনসিক, মেডিসিন, প্যাথলজি ও এনাটমিসহ অধিকাংশ বিভাগ। আর আবাসন সঙ্কটের কারণে কষ্টকর পরিস্থিতির মধ্যে কাটছে শিক্ষার্থীদের জীবন। হোস্টেল সঙ্কটের কারণে অনেক শির্ক্ষাথী একাডেমিক ভবনেও থাকছে।
অন্যদিকে, শিক্ষার্থীদের জন্য পর্যাপ্ত শ্রেণিকক্ষ, কমনরুম, অডিটোরিয়াম, লাইব্রেরি, আধুনিক ল্যাব ও পয়ঃনিষ্কাশন ব্যবস্থা না থাকায় বিঘিœত হচ্ছে শিক্ষার সুষ্ঠু পরিবেশ। ভুক্তভোগী শিক্ষার্থীদের অভিযোগ, ক্লাসরুম সঙ্কটের কারণে প্র্যাকটিক্যাল ক্লাস নেওয়া যাচ্ছে না, ফলে ক্ষতিগ্রস্ত হচ্ছেন শিক্ষার্থীরা। এছাড়াও দুই তলা দুটি ভবনে অনেক কষ্টে থাকতে হচ্ছে তাদের।
এদিকে প্রতিষ্ঠার ১২ বছরও হাসপাতাল নির্মিত না হওয়ায়, ১০ কিলোমিটার দূরে জেনারেল হাসপাতালে যেতে হচ্ছে ইর্টানি চিকিৎসকদের। আর নিজস্ব পরিবহন ব্যবস্থা সঙ্কট থাকায় চরম ভোগান্তিতে পড়তে হচ্ছে তাদের।
এ বিষয়ে জানতে চাইলে অত্র কলেজের অধ্যক্ষ অধ্যাপক ডা. মোহাম্মদ আব্দুছ ছালাম বলেন, কক্সবাজার, পাবনা, যশোর, নোয়াখালী মেডিকেল কলেজের উন্নয়নের প্রক্রিয়া একই ফাইলে চলছে। তাই হাসপাতাল ভবন নির্মাণে দেরি হচ্ছে। ছাত্র-ছাত্রীরা আবসন চরম সঙ্কটের মধ্যে আছে। আমাদের একটি ছাত্রাবাস ও একটি ছাত্রীনিবাস ৬ষ্ঠ তলা পর্যন্ত নির্মাণাধীন হওয়ার কথা। দুই তলার কাজ শেষ হয়ে গেছে। তবে ছাত্রীছাত্রীর থাকার সমস্যা চিন্তা করে অস্থায়ী ভবন নির্মাণ করার জন্য মন্ত্রণালয়ে চিঠিও দিয়েছি।
প্রসঙ্গত, ২০১৭ সালের ৭ই ফেব্রুয়ারি তৎকালীন স্বাস্থ্যমন্ত্রী মো. নাসিম ৫০০ শয্যার জননেতা নুরুল হক আধুনিক হাসপাতাল ভবন নির্মাণের ভিত্তিপ্রস্তর স্থাপন করেন। এ ব্যাপারে ৪০০ কোটি টাকা বরাদ্দের ঘোষণা দিলেও এ পর্যন্ত ভবন নির্মাণের কোন লক্ষণ নেই। উদ্ধোধনের ৩ বছর পার হয়ে যাওয়ার পরেও কাজ শুরু না হওয়ায় ভোগান্তির শিকার হতে হচ্ছে এ অঞ্চলের সাধারণ মানুষ এবং ছাত্রছাত্রীরা। এই অঞ্চলে হাসপাতাল নির্মাণ হলে প্রায় ১০ লাখ মানুষ অতিদ্রুত চিকিৎসা সেবা নিতে পারবে।অনেক সময় দেখা যায় জরুরী রোগীদের প্রায় জেলার সদর হাসপাতালে যেতে যেতে মৃত্যুর মুখে পড়তে হয়। এমন ঘটনা এড়াতে অতিদ্রত হাসপাতাল নির্মাণ করতে দাবি জানান নোয়াখালীবাসী।

Noakhali Medical College started with 5 students in 20 years. Currently, the 12th batch is being filled up. Up to 5 students are admitted in each batch. Although there are 5 teachers in different subjects, the teacher is still in most departments including zero forensics, medicine, pathology and anatomy. And because of the housing crisis, the lives of the students are in a difficult situation. Many students are also staying in the academic building due to the hostel crisis.
On the other hand, due to lack of adequate classrooms, common rooms, auditoriums, libraries, modern labs and sewage system for the students, disruption is a good learning environment. Victims complain that the classroom is not taking practical classes due to the crisis, so the students are being harmed. They are also having a lot of trouble in the two storey buildings.
Meanwhile, because of the fact that the hospital was not built for 12 years, the doctors had to go to the General Hospital 5 km away. And because of their own transportation system crisis, they have to suffer the extreme.
Asked about this, the professor of the college said. Mohammad Abdus Chalam said the process of development of Cox's Bazar, Pabna, Jessore, Noakhali Medical College was going on in the same file. Therefore, construction of hospital buildings is delayed. The students are in a state of utmost crisis. We have one hostel and one hostel under construction on the sixth floor. Work on the two floors is finished. However, considering the problem of having students, we have also sent a letter to the ministry for construction of temporary buildings.
On February 7, the then Health Minister said. Nasim laid the foundation stone for the construction of modern hospital building. Despite the announcement of an allocation of Tk 5 crore in this regard, there is no sign of building the building so far. After 6 years of inauguration, ordinary people and students of the area are suffering due to non-functioning of the work. About 1 lakh people will be able to get medical care immediately after the construction of hospitals in this area. Many times, emergency patients have to face death when they go to the district headquarters hospital. Noakhaliwasi demanded the construction of a hospital to avoid such incidents.
